Create test case scenarios for competing decision points

Create test cases in UpGrade tester app to validate and visualize effects of competing decision point logic.
Currently the app lives here: https://github.com/CarnegieLearningWeb/upgrade-tester
In a separate issue, we may want to move the app to the monorepo. Test cases for competing decision points would be for v6 only.
