Revise second-attempt penalties #93

Background

Teams should not be removed from the competition too early because the same disqualifying condition is applied unchanged to a second attempt. The organization agreed to revise how penalties and disqualifications are handled on second attempts. The discussion started with start-box violations, but the resulting regulations change should explicitly define its intended general scope.

Agreed direction

  • A violation that causes disqualification on the first attempt must not automatically cause another full disqualification under unchanged conditions on the second attempt.
  • The regulations must explicitly identify which violations and disciplines use revised second-attempt consequences.
  • The existing scheduling rule for second attempts remains a separate concern.

Scope

  • inventory every regulations section that defines first- and second-attempt penalties;
  • identify which disqualifications receive a reduced or alternative consequence on the second attempt;
  • define the exact second-attempt consequences;
  • keep scheduling and waiting-time rules separate from penalty handling;
  • update scoring and referee documentation consistently.

Acceptance criteria

  • Affected violations and disciplines are explicitly listed.
  • First- and second-attempt consequences are unambiguous.
  • Scheduling rules remain separate and internally consistent.
  • Scoring tables and referee guidance match the new consequences.
