1. 配置 GitHub workflow 自动生成tag+打包 release
2. 用 mix release 生成一个 release
3. 目标机器不需要安装 Elixir/Mix
4. 用户能够实现 curl 获取安装脚本，抓取 github.com/BetterAndBetterII/symphony 的 release 最新版本，安装为二进制到用户目录，友好的提示
5. 用户能够在任意目录配置默认初始化 WORKFLOW.md ，快速一个命令拉起symphony：symphony （读取当前目录下的 WORKFLOW.md，如果没有自动创建）

Acceptance Criteria

• GitHub Actions can build versioned release archives and publish a tagged GitHub Release for Symphony.
• mix release output is self-contained so the target machine does not need Elixir or Mix installed.
• A user can install the latest release via a curl-fetched installer script into a user-local binary directory with friendly prompts and failure messages.
• Running symphony from any directory reads that directory's WORKFLOW.md and auto-creates a default file when it is missing.
• User walkthrough: in a fresh directory, install with the script, run symphony, observe WORKFLOW.md creation, and reach the expected startup path.
