Summary
Improve the Merged Network conflict review UI with a detail drawer, direct navigation to affected rows, and clearer action states.
Why
PR #188 adds the first conflict view. Operators still need a richer review workflow to understand evidence quickly and take the right action.
Scope
- Add a conflict detail drawer or panel.
- Show affected pool/resource rows, parent chain, account/region ownership, CIDR overlap, and evidence.
- Add jump-to-row behavior from conflict details.
- Show available decisions with enabled/disabled states and reasons.
- Preserve filter/context when moving between flat, hierarchy, and conflict views.
Acceptance Criteria
- A user can inspect a conflict and jump to every affected object.
- Disabled actions explain why they are unavailable.
- Conflict evidence is readable without leaving the Discovery page.
- UI tests or screenshots cover the drawer/panel.
