UI for manipulating units, cities, etc isn't appearing.

Describe the bug
The user interface for choosing where units go, what yields to prioritize, etc isn't showing up.

To Reproduce
Steps to reproduce the behavior:
Simply hitting "play now" reproduces it.

Potentially a conflict with one of those other mods; see if this still happens with the changes pushed into the expansion2 branch today ( PR #415 )
