Change the title of vcpkg PR created by CI

The PR title is defined by the person triggering the release pipeline by setting the VcpkgPRTitle build variable.

We can set the "correct" name at that time. I am not sure what the best default fallback value should be when that variable isn't set. It is currently: <Port Name> publish version <Version>

If we follow the naming suggested in the comment, the responsibility of picking a "complete" name would then come down to the original release pipeline creator. They would need to know (ahead of time) what are all the list of ports that we plan to ship, and create the PR title accordingly, and wait for future commits to add them all.

Alternatively, our scripts become resilient to PR title changes (and only use the branch name for new commits to be appended) OR we pick a more generic name for the PR title, and request that vcpkg owner don't change PR titles.
