[1.5] Provide an option to keep frame when special workspace is present on hyprland

Feature Description

Currently when a window is present on a special workspace, frame disappears and only bar becomes present.

Special workspace is opened with a window in it:

I basically want to keep the frame. It does not disappear when there is no window in the special workspace.

Use Case

When I open a special workspace, shell oddly changes position and I simply don't like the behavior.
