Caitiffs cannot add disciplines at character creation

Issue Summary:

Currently, Caitiffs have no way to add disciplines at character creation, and so admin intervention is required. They should probably have a way to choose disciplines.

Reproduction Steps:

1. Create a Kindred character in the Choose Your Fate menu.
2. Set their clan to Caitiff.
3. Open the Disciplines tab.
