Vacuum of Space in Forest

Issue Summary:

Walls on San Francisco Forest Map have a problem. I tried to destroy a wall in the forest with the welding tool (only available terraforming tool) and it opened up to a vacuum of space. According to the admin, the map doesn't have a base turf.

Reproduction Steps:

1. Go to Forest Cabin
2. Destroy wall
3. Watch it all get sucked into vacuum
