The ability to clone `HConsign`

There already exists machinery to clone HConsign using existing functions. Could we support cloning an HConsign?

Do you mean a simple deep clone of the backing hash table?

yes. the use case for this is two deviating code paths branching from the same arena. it remains possible to use the same arena of course, but that could imply lock contention. cloning the arena when branching is a strategy that trades memory for time.
