User definable tooltips for settings

It would be useful for settings for PyAres modules to support tooltips for settings that could be displayed when hovering over their respective field in ARES OS, this could allow the module author to provide more info on a given setting without cluttering up the UI (e.g., letting the user know that the scale of a weighting variable 0-1 vs 0%-100%).

Is there any reason you could see the description field for settings not being suitable for this? It seems like a reasonable use case to me, if so we can keep the data model unchanged and simply update ARES to utilize these descriptions in this manner

I think using the descriptions is fine. At least when I made this issue back in February, it didn't seem like the descriptions were actually being used anywhere in the UI.

I've built out support for this and have it in a pull request that is currently a draft pending some data model changes being merged in
