[C3-C4] Durable wake resolution and configurable wake policy

Track the communication boundary implemented in the Shared Hub.

Implemented in 7b972fc and documented in b700303:

• Pending wake deduplication by target/message/reason.
• Durable wake resolve/status operations.
• Persisted WakePolicy for default human gates and auto-wake permission.
• CLI and Tauri commands using the shared local store.

Implemented and verified in commits 7b972fc and b700303. Wake deduplication, resolution, persisted WakePolicy, message status, and CLI/Tauri commands are covered. Desktop policy controls and per-task delegation policy remain open.

Desktop C4 controls are now implemented in a2ef8ed: the Shared Hub Wakes panel reads/saves standing WakePolicy and resolves pending wakes as delivered. Per-task delegation policy remains open.

C4 per-task delegation policy is now implemented and verified in 3b0fd75 and a4e0a35. Task records persist require_human_approval, CLI/Tauri task creation exposes it, and c4_task_policy_controls_wake_gate verifies that task policy can allow an ungated wake when standing policy permits it. Desktop task-creation controls remain open.
