Add "My Private Hub"

After putting MyRespiLens in the new /toolbox location, add a separate tool (even though it will do the same thing) where we will:

• replace, update, and test, old conversion scripts and schema
• direct users to transition their data to RespiLens projections .json format (python + R script, schema validation)
• have users drop in their JSON(s) (plural is important...we want them to be able to view many locs at once)
• update frontend processing to build a full multi model, multi location, multi date, advanced control panel, etc.
• put into /toolbox location as a tool separate from MyRespiLens (which will be re-named to Forecast Checker)
