seekrets-install BIN_LOCATION should be an option

seekrets-install looks for $HOME/bin and falls back to /usr/loca/bin. I usually install these kinds of tools to ~/.local/bin, which is part of the systemd file-hierarchy spec. Instead of the complex logic testing directories and PATH, maybe just allow the user to specify BIN_LOCATION and use a sane default.
