Permission per User Im-Export incomplete / Tenant Access rights wrong

Describe the bug
Ex- and importing User rights not complete.
When I set User rights to all except setting and I import them to a new user, many permissions are missing

Missing after Import:
Audit
Website Uptime
Port Scanner
World Map
Reports
Ticket System
Patch Management
Device Information Tabs -> Updates

Also:
Assign Tenants:
When Deselecting all Tenants, instead of allowing all Tenants to user, none are available.
Expected -> If no tenants are enabled, the user has access to all tenants (full access).
